Job description for Sanitation and Hygiene Promotion Officer
ProAir is a joint Indonesian – German development initiative to improve water supply and sanitation for rural communities. It is active in the districts of West Sumba, East Sumba and South Central Timor. The program area is one of Indonesia’s’ driest and poorest regions. Water is not readily available in many areas and villagers especially women and children have to travel long distances to ensure minimum water supply for their households. Water born diseases such as Diarrhea, skin diseases and Malaria are common.
Purpose
The project is in the process of constructing improved water supply systems (piped gravity systems and dug shallow wells) in TTS and Sumba. Also a small sanitary component (family latrines in two pilot locations) has been planned and started now as pilot schemes in TTS. To improve livelihoods and the health situation in the rural areas it seems more efficient to combine better access to water and sanitation facilities with campaigning hygiene and health awareness and change of sanitary behavior.
Target groups for Hygiene and Sanitation Promotion
- Communities / Water User Groups where ProAir has already improved the water supply; especially women and children.
- Neighborhood groups where new shallow wells will be built by ProAir.
- Tokoh masyarakat, local leaders.
- Public health staff of DINKES (Sanitarians, midwives) on Kecamatan and village level; school teachers.
Tasks
A Study of Knowledge, Attitude and Practice (KAP) has previously been carried out and the most hygiene-problematic behaviors and manner of the villagers are already identified. The ongoing campaign should target to improve knowledge as well as awareness and help people to change present risky behavior.
- Develop and conduct awareness creation campaigns on the following subjects: Hand washing using soap; boiling drinking water for vulnerable groups (children, sick people); SODIS; handling waste water / gardening; drainage; closing the tap after use / avoiding puddles; vector-borne water related diseases; contamination routes and consequences; advise users on how to keep their shallow wells clean; how to store clean water at home; separate watering places for animals; types of sanitation facilities and their use.
- Identify and/or develop material for the Hygiene Promotion Campaign.
- Identify and/or develop material for ToT.
- train the ProAir campaigning team.
- Conduct campaign and training

Initial work station will be SoE with frequent field visits in TTS. At later stages extension of the activities to Sumba is envisaged.
The post is expected to be filled as of September 2005. Duration of the assignment shall be until mid 2006.
The candidate for the post should be from NTT, preferably Timor. Bahasa Dawan will be an asset. Educational background should be in the fields of adult education, health, environmental engineering or related studies to the above tasks). Minimum work experience of 3 years in the field of health or hygiene education is required. Previous experience in NGOs is an asset.
