Seeking a Consultant to Develop Most Significant Change Monitoring
for Livelihoods Programmes, Concern Timor Leste
November/December 2005
Background
Concern Timor Leste supports two livelihoods programmes which have
been running since January 2003. The programmes engage with rural
communities, to increase their livelihood assets and opportunities in
two of the most isolated areas in Timor Leste; Turiscai in Manufahi
District and Luro in Lautem District. Concern is seeking ways to
involve communities more in all aspects of the programme. The
programme needs a responsive means to monitor impact and the team
agreed to pilot the most significant change methodology (MSC) which
would involve working with groups from the community level through to
the Sub-District and then at the National level.
Purpose
The consultant would assess the stories collected to date, then plan,
train for and implement a round of MSC with members of the field
staff teams from each Sub-District. Meetings to discuss and select
stories would then be held at Sub-District and National level. The
consultant would be expected to assess the appropriateness of the MSC
methodology for Timor Leste and make recommendations for ongoing
implementation of MSC
The consultancy would be a total of 4 weeks during November and early
December, 2005
Person Specification
* Previous experience in MSC methodology preferably in
livelihoods
* Strong background in community facilitation, participatory
methodologies
* Language skills relevant to TL (either Tetun or Indonesian)
* Fluency in English is desirable.

From 2003-2004 CRS/East Timor (TL) completed its Five-Year Strategic Plan. As part of its new program strategy, health was identified as new strategic priority. Subsequently, programming opportunities have been identified. CRS/TL is now looking for a Program Manager to establish and manage a health program in the eastern districts of Baucau and Viqueque.
Primary Function:
To provide overall management, supervision, and oversight for the East Timor health program.
Specific Responsibilities:
1. Coordinate all aspects of health programming activities including planning, proposal development, implementation, monitoring and field surveys.
2. Supervise national health staff (and consultants) to ensure ongoing effectiveness in project community interventions, coordinate recruitment, orientation and staff support activities according to need.
3. Oversee training efforts on program activities; provide ongoing technical and resource assistance to ensure quality trainings throughout the project.
4. Liaise with East Timor MOH officials, the local USAID mission, NGOs and other relevant health entities to promote inter-institutional coordination, resource sharing, and monitoring of project agreements.
5. Oversee health program budget and expenditures.
6. Responsible for all project reporting, monitoring and documentation.
7. Oversee all health program monitoring and evaluation efforts, including KPC and other field surveys. community health volunteer monitoring and HIS

Qualifications:
1. RN/NP or MD (preferably with an MPH) with proven ability in implementing and managing health programs in developing country.
2. Minimum 2 years overseas work experience in development and managing projects in particular with project development, working with donors and partner organizations, working with budgets, monitoring and evaluation, training and technical assistance.
3. Strong maternal and child health, program management, staff supervision and community development skills are required.
4. Excellent writing, communication, and computer skills.
5. Supervisory experience preferred, especially in a multicultural setting.
6. Strong cross cultural skills and experience working with national staff overseas.
7. Professional proficiency in French, Spanish or Portuguese. English fluency is required, Portuguese language skills are preferred. **************************************************

Job Purpose:
To provide line management support to all programmes at the District level and ensure that they are developed and implemented in line with proposals and the country strategic plan.
To provide specific capacity building support to the Project Managers and other senior staff at the District level in order that the area manager position in phased out by the end of 2007.
To contribute to strategic issues such as the development of advocacy strategies, mainstreaming of gender, development of partner organisations and development of the strategic plan.
Duties & Responsibilities: (including training role)
- As a member of Country Management Team provide leadership and guidance to Concern TL in achieving the Country Vision.
- Support all direct reports to develop their role on CMT.
- To contribute to the implementation and development of the next Concern TL strategic plan in line with Concern policies, Concern Worldwide Strategic Plan and with a focus on increasing the impact of Concern TL programme.
- To manage all aspects of the programmes (livelihoods (agriculture and income generation), disaster risk reduction, watershed management and nutrition) in the District through support to Timorese Project Managers.
- To ensure that the programmes are being implemented in line with proposals and log frames and that the desired impact is being achieved.
- Ensure stakeholders (communities, government and partners) are involved in all aspects of the programme development, implementation and monitoring.
- To support National NGO partners of Concern TL in the District and to ensure they receive appropriate and timely capacity building support.
- Provide leadership and support in the mainstreaming of gender throughout both organisation and programmes of Concern TL
- Support the development and implementation of advocacy strategies and a competency in advocacy focussed on improved livelihood security for Concern TL target groups. To engage in networking and representational activities to support advocacy strategies.
- Oversee the development and use of monitoring systems which provide timely, disaggregated information on impact and involve stakeholders in the design and use.
- To identify processes and strategies to support the development of responsive and capable local institutions and decentralised government structures.
- With the HR Manager, support the development of the Project Mangers in the District to take on full managerial responsibility
- To be responsible for ensuring reports and proposals are produced in a timely manner.
Person Specification
Essential:
- A postgraduate qualification in a relevant discipline (Natural Resource Management/Agriculture, Community Development, Nutrition , Social Science, International Development, Community Development, Development Management etc..) or a graduate qualification with significant relevant experienced.
- At least 2 years overseas experience in a management position. Skills in report writing, budget management and staff development. Human resource management skills are of particular importance. Demonstrable experience working with community groups, local organisations, local government, participatory approaches and methodologies.
- Proven commitment to and ability to work practically and strategically on gender and equity issues.
- Strong training skills and proven ability to transfer skills
- Working knowledge of livelihood concepts and frameworks
- Working with and through partner organisations
- Development and use of advocacy strategies, preferably through livelihoods or rights based analysis
- Must have a full driving licence from the country of origin if wishing to have access to transport
Desirable:
- Previous experience in Timor Leste or Indonesia
- A background in one of more of the following disciplines an advantage; agriculture, small income generation, disaster mitigation, flood control, nutrition & food security
- Experience in local level planning processes
- Language skills in Bhasa Indonesian, Tetun or Portuguese
- Strong inter-personal and communication skills, ability to represent the programme to both local and international community.
- Real interest and proven ability in training and capacity building.
- Willingness to learn at least one local language if not already proficient
- Computer Literacy
- A reasonable level of fitness
