The Judicial System Monitoring Programme (JSMP) was set up as an East Timorese NGO in early 2001. Through court monitoring, the provision of legal analysis and thematic reports on the development of the judicial system, and outreach and information dissemination, JSMP is committed to the ongoing evaluation and building of the justice system in East Timor. JSMP’s international and East Timorese staff have together established a small but important presence in Dili and JSMP is now seeking a motivated person to join its expanding team.

Job description

At this time JSMP seeks an International Advisor to work with the Director of JSMP (a national staff member) in assisting the organizational development of JSMP through consolidating sound management practices. The Institutional Advisor will be responsible for supporting and mentoring the Director in the daily running of the organization, with specific emphasis on ensuring the implementation of internal policies, controlling finances, human resources, liaising with donors and supporting the operational units in planning processes.

Specific duties:

• Development and supervision of day to day staff and organizational management and planning structures within JSMP
• With the Director monitoring project implementation and producing donor reports regarding JSMP activities
• With the Director writing donor proposals and training all staff in these processes
• Supervision of finances, preparation of budgets and financial donor reporting together the Director, Office Manager and Finance Officer

The position is to commence on the 1st November is for a period of one year following a three month probationary period. The contract is subject to renewal on the basis of performance and funds.

Position requirements:

• Fluent English and working Indonesian or Tetum is essential
• Skills and experience in financial management including budgeting and financial reporting to donors
• Leadership and management experience particularly in an NGO context
• Significant skills in project management including planning and implementation
• Experience and skills in mentoring and a desire to work with closely with East Timorese staff
• Experience working within the justice sector and knowledge of human rights issues an advantage
• Portuguese language skills an advantage
