Background
In 2004, following the reduction in the security phase in West Timor, the UN Country Team
(UNCT) agreed to coordinate the stepping up of UN activities in the region in order to
more effectively meet the high expectations in local government and communities
surrounding an increase in the UN’s presence in West Timor. A West Timor working group
was established, chaired by UNHCR, to manage this coordination process. At the second
meeting of the working group in November, it was agreed that the working group should
broaden this UN coordination initiative to include the whole of Nusa Tenggara Timur (NTT)
province. It was agreed that a consultant (s) would be recruited to undertake a needs
assessment (using secondary data) and draft a UN Joint Action Programme for NTT. This
programme would in turn be incorporated in the UN Development Assistance Framework. The
UN Joint Action Programme for NTT will assist in the coordination of single Agency
specific programmes with each other (to avoid overlap, target specific districts,
communities etc) and will also include joint programme(s) developed according to the UN
Development Group Office joint programme guidelines.
The overall objective of this initiative is to increase the impact of UN system
interventions in NTT through more effective coordination. There is also evidence to
suggest that donors are placing more emphasis on the need to strengthen coordination
between development partners in Indonesia and donors may be increasingly inclined to fund
coordination initiatives such as this UN Joint Action Programme for NTT.
Why focus on Nusa Tenggara Timur province?
NTT is one of the poorest provinces in Indonesia. The proportion of people living below
the national poverty line is 30% compared to a national average of 18%. The poverty
trend is also getting worse; since 1999, NTT has dropped from 21st to 24th in the Human
Poverty Index (HPI) ranking of Indonesia’s 30 provinces and from 24th to 28th in the
Human Development Index (HDI) ranking. In the education sector, NTT has one of the lowest
junior secondary and primary net enrollment rates, the highest repetition rate in the
country (13%), and one of the lowest literacy rates (84%). In terms of the health sector,
46% of the populations are still without access to clean water while 32% do not have
access to health facilities. The maternal mortality rate and infant mortality rate at 369
per 100,000 live births and 51 per 1,000 live births respectively are also significantly
higher than the national average. The total fertility rate of 4.1 children per women is
well above the national average of 2.6, while the contraceptive prevalence rate is almost
50% less than the national average.
There are also significant differences in the status of development between districts in
NTT. The lowest ranked districts by HDI are West and East Sumba at 53 and 56 respectively
compared to an NTT average of 60, while the poorest districts according to the HPI are
West Sumba, Lembata, Manggarai at 38,34 and 33 respectively compared to an NTT average of
28. There are also significant differences between districts in the proportion of people
without access to health facilities (ranging from 6% in Kupang to 62% in Manggarai); in
illiteracy rates (ranging from 2% in Kumpang to 28% in West Sumba); and in the proportion
of under nourished children under five (ranging from 32% in Mangarai to 50% in Suothern
Central Timor). Alor district has a significantly lower Gender Development Index score of
38 compared to an average of 56 in NTT and 59 for Indonesia as a whole.
Responsibilities
Three consultants (two nationals and one international) will be recruited to work under
the supervision and direction of the UN working group on NTT and working on a day-to-day
basis with CPRU and the Resident Coordinator’s Office, the consultant will be expected
to:
1. Undertake a desk review of existing needs assessments of NTT province, programme
evaluations, and other relevant development literature prepared by donors, international
NGOs and UN Agencies with a view to identifying priority development interventions.
Priority will be given to interventions that address the needs of vulnerable groups and
the poorest districts;
2. Undertake a mission to NTT to consult with UN staff working in the province and
other relevant stakeholders on potential priority development interventions and areas for
UN coordination;
3. Review the operational capacity and programmes of UN agencies and other development
actors on the ground in NTT with a view to identifying any gaps in development assistance
and opportunities for coordination- including joint programmes as well as matching of
available resources and capacities on the ground - taking into consideration analysis
from 1) above and result of the initial assessment from 2) above;
4. Consult extensively with all relevant UN Agencies and development partners in
Jakarta in order to identify and gain consensus on development intervention priorities
for NTT and potential areas for UN coordination, including joint programmes;
5. Participate in a UNCT working group on NTT as required;
6. Participate in relevant UNDAF working groups;
7. Prepare and share the draft Joint Action Programme for NTT with the UNCT and
incorporate all feedback;
8. Any other assistance as required that contributes towards UN coordination
activities.
Expected Output
The consultant will prepare a UN Joint Action Programme for NTT. The programme document
will include:
1. Introduction outlining and justifying critical development interventions in NTT and
areas for UN coordination including joint programmes. This will include a brief
explanation for the choices made – why a particular focus and set of expected activities
and not others were selected - making reference NTT -specific factors, such as:
* Links to the achievement of the PRSP, National plans, MDGs and the other
commitments, goals and targets of the Millennium Declaration and international
conferences, summits, conventions and human rights instruments of the UN system;
* The collective comparative advantage of the United Nations system;
* Priorities identified in the CCA, including strengthening national capacities;
* Opportunities arising from, for example, changing development situations, shifts in
national/provincial policies, the adoption of new national/provincial programmes, or
other similar conditions;
* Evolving prospects for effective partnerships.
2. Joint Action Programme matrix (based on the UNDAF programme matrix format) that
includes:
* An overall outcome for the UN system in NTT (this must be linked the UNDAF outcome
1: Achieving the MDGS);
* UN agency specific and collaborative activities (outputs) that will contribute to
achieving the overall outcome;
* Resource mobilisation targets for all activities;
* Coordination mechanisms and programme modalities;
* Role of partners;
* Monitoring and evaluation plan that includes indicators, sources of data for
verification of indicators and responsibilities for M&E activities.
Duration of assignment
30 working days (for desk review, consultations and writing)
Consultant Qualifications:
* A masters degree in a relevant subject.
* At least 10 (ten) years overseas programme development and implementation
experience.
* Previous experience of working with the UN.
* Familiarity with the development situation in NTT and Indonesia.
* Excellent English writing skills.
