World Wide has been shortlisted for the AusAID funded ANTARA Program Management Support Team (MST). The Program is expected to commence in January 2006 and will initially operate over 5 years to 2010.
The ANTARA Program objectives are to:
1) improve provicincial and district governance
2) improve peri-urban and rural income
3) improve access to and quality of delivery of bsic services in NTT and NTB
TheANTARA Program mandate is to:
1) improve coordination and cohesion among relevant curent and future Australian development projects and help build greater synergy between these programs and the programs of other key donors so as to maximize their impact on poverty reduction;
2) develop targeted new activities (ie, in areas such as local planning and budgeting and small business development); and,
3) strategically invest in local or international initiatives with a proven capacity or strong potential for impact and expansion.
A component of the MST’s responsibilities will be to develop a program-level M&E framework which addresses the following issues: achievement of program objectives; sustainablity; and, relevant cross-sectoral issues (gender, poverty, environment and governance).
We are seeking expressions of interest from Monitoring & Evaluation Specialists interested in short-term input to the Program. The M&E specialists would be involved in a panel of experts who would then be contracted for specific secoral expertise for short-term input. They would also be involved in the development of the M&E framework; this would involve participating in a M&E workshop to be held in Kupang within 3 months of mobilisation. The workshop will involve representives from the funding agency (AusAID), NTT and district level government and any relevant other stakeholder, to establish a basis for an ANTARA M&E framework.
The M&E E specialists will ideally have:
- relevant tertiary level training in development economics or in M&E within developing countries;
- experience in monitoring & evaluation of donor projects in developing countries, preferably Indonesia;
- proven experience working in cross-cultural settings;
- experience working in isolated locations.
