CARE 
CARE has been operating in all 13 districts of East Timor since 1994. In response to the violent events of 1999 CARE designed an emergency programme that included providing shelter, water and sanitation, food distribution and agriculture rehabilitation. Since 2002 CARE has focused on long-term sustainable development projects in the areas of agriculture, agroforestry, rural water and sanitation, micro-finance, primary school education and children’s rights, women’s participation and capacity building.

Job Description

Under the direct supervision of the Chief of Party, Planning Assistance, as well as Care
International in Timor-Leste’s Country Director, the Capacity Building Manager (CBM) will
perform the following duties:

- Identify staff and NGO capacity needs and design materials (manuals, modules, tools) and programs for follow-on activities (training, cross-visits, workshops, mentoring) to augment those capacities;
- Develop and implement Organizational Development (OD) plans with NGO partners on the basis of needs articulated in capacity assessment reports.
- Assist NGO partners with program design, implementation, monitoring, evaluation and follow-up to enhance service delivery across myriad development sectors;
- Manage 5 regional teams and ensure maximization of cross-sector and inter-district linkages;
- Responsible for facilitative training, technical assistance, program development, relationship building, and event planning;
- Coordinate and liaise closely with relevant stakeholders (e.g. government agencies, IOs, Embassies, INGOs, NGOs, CBOs, church and community leaders);
- Develop and implement small grants proposals in collaboration with donors and NGOs;
- Systematically gather data, analyze and report in line with program objectives and indicators;
- Monitor NGO/CBO organizational growth and generate reports for donors;
- Implement follow-on Capacity Assessment (using OCAT) with 20 NGOs, as part of mid-term evaluation;
- Communicate regularly with project team on all ongoing activities; and,
- Perform other duties as required.

Qualifications and Experience

- East Timorese national or expatriate with minimum Bachelor’s Degree, Masters preferred.
- At least 5-7 years experience working in post-conflict development, with managerial and technical responsibilities.
- Must be well organized and detail oriented with ability to set priorities.
- Demonstrated ability to communicate effectively with a highly diverse group of professionals.
- Prior experience with USAID contract procedures preferred, particularly related to the Office of Private and Voluntary Cooperation (PVC) in the Bureau of Democracy, Conflict and Humanitarian Assistance (DCHA).

Language Requirements

- Tetum and English.
- Portuguese and Bahasa Indonesian desirable. Must be willing to learn basic Tetum.

Other Desired Qualifications

- Good knowledge of issues related to NGO sustainability;
- Extensive knowledge of M&E techniques, including PRA tools, Appreciative Inquiry, and Most Significant Change (MSC);
- Organizational development experience, esp. in civil society would be ideal;
- Commitment to open communication and transparent working practices;
- High levels of patience and cross-cultural adaptability and sensitivity is crucial;
- Ability to travel extensively in sometimes harsh environment;
- Ability to work effectively with various stakeholders from different backgrounds, including the government and civil society;
- Strong interpersonal and good communication skills;
- Knowledge of participatory capacity assessment and training methodologies;
- Sensitive to gender and diversity issues;
- Ability to plan and organize effectively;
- Good oral and written communication skills usage;
- Proficiency in computer for using MS-Office
