PROGRAMME POST

1. PROJECT MANAGER (Code: PM – AMB , 1 post)

Responsible to guide, control, monitor and evaluate

We’ve been working in Indonesia for seven years now, actively addressing the impacts of conflict, displacement and poverty upon children. Our project in West Timor was initially established to respond to the situation caused by the large influx of refugees from Timor Leste in 1999, and more specifically to assist the Government of Indonesia (GOI) in providing quality, relevant and basic education to refugee and local children. The situation is now more stable with the refugees either returning to Timor Leste or becoming permanently settled in West Timor. The quality of education in the 45 project schools has improved through the provision of workshops and support visits with over 14,000 children benefiting as a result.

Leading from the front, you will ensure that SCUK Indonesia programme goals, objectives and policies are successfully implemented at West Timor. You will design, develop, deliver and monitor programmes of a high quality that contribute to SCUK’s national and global objectives and that programmes appropriately resulting in children enjoying improved access to their rights.

Given the nature of this role, it is essential that you have a bachelor degree in development field or relevant field or minimum of 3 years of experience in managing development/emergency projects in developing countries. You will need proven experience of developing, maintaining and improving relationships with local government and other NGOs, experience of working in an insecure environment, proven skills in project/programme development and proposal writing, and also proven skills in financial and staff management.

Skill and knowledge about child protection and education, sound knowledge of rights based approaches to working with children and communities are must with a creative and innovative approach to working on these issues. You need to have very good communication, interpersonal, negotiation skills, project/programme management skills.

Description of Responsibilities :

Background:

The UNESCO Programme Implementation Facility in Dili was established in 2004

within the framework of the UNESCO Director General’s visit in July 2003 and

in support of the Government’s effort in capacity-building and in

elaborating long-term strategies in the priority areas of education,

science, culture and communication/informatics. This Office conducts its

activities under the auspices of the Office of the Representative to Timor

Leste, based in Jakarta. The presence of this Implementation Facility aims

to ensure closer cooperation between UNESCO and the Government of Timor

Leste and the strengthening of technical assistance across all fields within

UNESCO’s mandate.

The Programme Implementation Unit Manager will provide overall leadership in

managing the day-to-day operation of the unit and supervision of support

staffs. The Programme Implementation Unit Manager reports to the

Representative to Timor Leste for the effective functioning of the Programme

Implementation Unit and coordinates extensively with the multi-disciplinary

Programme Specialists at the Jakarta Office in the delivery of in-country

programme/project activities.

Responsibilities:

Under the authority and supervision of the Director of UNESCO Jakarta

Office, and collaboration with the multidisciplinary programme and

administrative team of the Office of the Representative to Timor Leste

located in Jakarta, the incumbent shall assist in the preparation and

implementation of the regular and extra-budgetary in-country activities

under UNESCO programmes in Timor Leste. In particular, the incumbent is

required to perform the following duties and responsibilities:

1) Act as the over-all leader of the Programme Implementation Facility and

ensures effective day-to-day general management/administration of the

office.

a. Assist visiting Programme Specialists from Jakarta Office with all

logistical and operational details, for example arranging appointments and

organizing transport.

b. Supervise local support staff of the unit and provide guidance in

handling office administrative requirement and ensures over-all control on

office general administration - supplies & inventory procurement and usage,

common premises maintenance, vehicle usage, office and staff security, etc.

c. Participates in inter-agency discussion and collaborate extensively on

activities of common interests and within UNESCO Mandate.

2) Assist and work with visiting Programme Specialists to obtain good

understanding of the relevant project objectives, implementation agenda and

get acquainted with the local contractors and stakeholders.

a. Liaise with project stakeholders and coordinate project implementation

with the Representative Office in Jakarta. Maintain regular links with the

contractors and stakeholders in Timor Leste in the context of the

implementation of the UNESCO Programmes, and facilitate communications

between the local partners and the Programme Specialists at Jakarta. Advise,

and take steps when possible, in assisting the local contractors to meet

their contractual obligations.

b. In association with the Programme Specialists in Jakarta, be involved in

capacity building of local contractors and project personnel to prepare

statements, reports, etc. pertaining to such activities, in line with UNESCO

guidelines, with special emphasis on meeting deadlines.

c. Identify and timely advise the Programme Specialists on circumstances or

developments that may preclude the contractors from meeting their

contractual responsibilities, including deadlines.

d. Supervise the work of consultants, including the quality and

appropriateness of work and adherence to schedules.

e. Support the monitoring and evaluation including provision of quality

assurance for all project activities.

3) Carry out project advocacy and project awareness by promoting the results

of the project through-out the country.

4) Ensure effective coordination and communication between the Programme

Implementation Unit in Dili and the Office of the Representative in Jakarta

including its multi-sectoral team of Programme Specialists.

a. Timely advise the Director UNESCO Office Jakarta and the Programme

Specialists of developments, both within the government and non-government

arenas that may impact UNESCO interests and projects in Timor Leste. The

evaluation and identification of opportunities and challenges would be of

special interest.

b. Liaise and communicate at all levels, from the ministries to grass-root

level community members.

5) Undertake other duties as maybe assigned by the Administrative Officer or

UNESCO Director.

Work Experience: A minimum of 5 years relevant work experience in project

coordination and implementation functions in an international organization.

Computer literate (i.e. Microsoft Office - Word, Excel, Power Point,

Outlook, Access). Strong management skills, including ability to provide

strategic guidance, technical oversight, mentor staff, build strong teams,

develop workplans and manage budgets and project expenditures.

Languages: Must have fluency in spoken and written English and ability to

draft documents and express views in a clear and concise manner. Working

knowledge of Portuguese an asset. Excellent written analytical, presentation

and reporting skills, with proven skill in writing reports and project

management plans/delivery reports.

The Sustainable Livelihoods and Food Security Program aims to improve
rural livelihoods and food security in Timor-Leste.

The Sustainable Livelihoods and Food Security Program Coordinator is
responsible for the coordination of Oxfam Australia’s Sustainable
Livelihoods and Food Security Program in Timor-Leste. This includes
providing technical support to national and district teams, support to
partners organizations, ensuring integration of community based disaster
management and gender and working closely with the Ministry of
Agriculture, Fisheries and Forestry and collaboration with a range of
other agencies. The position will manage a small team and provide
technical advisory support to two district program teams.

Key requirements:

*     Experience in the management of a sustainable livelihoods and/or
food security program.

*     Experience in strategy and policy development, training and
coordination in sustainable livelihoods and food security sectors.

*     Experience in working closely with government agencies, community
groups and liaison with international agencies in an international
development context.
