Job Description

The Capacity Building Advisor will work alongside the main Diocesan Development Organisation in East Timor, Caritas Dili, and their local parish organised partners. The postholder will help build their capacity to develop and deliver effective grassroots community programmes, which are aimed at improving the welfare of the community, both socially and economically. The work will partly be based on the existing Community Development programme, whilst assisting in the implementation of a newly adjusted operational management model. The work will be based on the vision, mission and goals of Caritas Dili and by helping to ensure that the views of the grassroots members are represented.

We are looking for an innovative and creative individual able to handle the challenges inherent in a developing country. You will have an academic degree in a relevant discipline and training in specific aspects of community development.

The postholder will have a minimum of three years’ work experience with an NGO in an advisory support capacity, preferably in a developing country. S/he should also have proven experience in training methodologies and direct training ability, including strong participatory facilitation skills; and in conducting research/analysis and reporting on the results in jargon free language.

You need to have an understanding of the role NGOs and CBOs play in national and community development; skills in strategic planning, participatory monitoring methods; IT and fundraising. An understanding of the mechanisms of advocacy and of network building; and an in-depth knowledge of gender and international development issues are also essential.

It is desirable to have experience or knowledge of development issues in Timor Leste and in the region; of working in a resource poor environment; and in post-conflict countries with national faith or community-based organisations. The ability to speak and read in Tetum, Portuguese, Bahasa Indonesian or the willingness to learn is also highly desirable.

Dutch to test immigrants arriving in the Netherlands

The Netherlands will roll out the next phase of its tough integration policy next month when it introduces compulsory Dutch language and culture tests at 138 embassies, the immigration minister said Monday. The 30-minute computerized exam will determine if newcomers are prepared for Dutch life, said Rita Verdonk. "If you pass, you’re more than welcome. It is in the interest of Dutch society and those concerned."

The program begins March 15 at Dutch embassies around the world. Verdonk is the architect of some of the government’s toughest measures to stem new immigration and to expel applicants who have been rejected, putting her at the center of the national debate over the traditional image of Dutch tolerance.

"What’s tolerance? I think tolerance has become confused with indifference," she responded during a rare meeting with foreign reporters. "As far as image goes, I’m here to protect the public interests and I don’t think our image will suffer," she said.

The exam is intended to help people, who plan to spend at least five years in the Netherlands, go to school, get jobs and feel at home in Dutch culture, the minister said. Figures were not immediately available on how much the measure will cost.

"We have about 600,000 to 700,000 people in the Netherlands who don’t have a grasp of Dutch language. They have a social and economic disadvantage. Language is the minimum requirement to stay," she told the Foreign Press Association. Temporary foreign employees and nationals from 38 countries, mostly European Union citizens, are exempt from the pre-entry test, but will have to take courses after being admitted to the Netherlands. Exceptions also have been made for nationals of the United States, Australia, New Zealand, Canada, Japan and Switzerland.

Other pending legislation may introduce penalties for long-term foreign residents, some of them with Dutch nationality, who fail language or culture classes, Verdonk said.

Earlier laws, generally targeting immigrants from Morocco, Turkey and the Netherlands Antilles, raised the age for bringing over a spouse or partner to 21 from 18, and required income of at least 120 percent of the national minimum wage. The new "civic integration examination" will affect the families of large numbers of immigrants invited to the Netherlands in the 1960s and 1970s to fill a labor shortage.

Verdonk dismissed assertions that the policies discriminate against Moroccans and Turks or that they may damage the country’s reputation as an open nation. "We have a problem in Dutch society. We have been too naive for too long and measures were needed to do away with the backlog," she said. "Crime by Moroccan and Antillean youths was a taboo subject for years, and now we can talk about it."

European Union nations largely praise the Dutch policies, Verdonk said, while Moroccans and Turks told her they are happy with the policies and want her "to keep up the good work." Immigrant families, often isolated from the employment market because they don’t speak Dutch or face discrimination, account for 33 percent of the country’s poor although they make up less than 20 percent of the population. Unemployment rates for nonnative youths are in some cases three time those of native youths, reports the AP.

JSMP Victim Support Service International Adviser - East Timor

The Judicial System Monitoring Programme (JSMP) was set up as an East Timorese NGO in early 2001. Through court monitoring, the provision
of legal analysis and thematic reports on the development of the
judicial system, and outreach and information dissemination, JSMP is
committed to the ongoing evaluation and building of the justice system
in East Timor. JSMP’s international and East Timorese staff have
together established a small but important presence in Dili and JSMP
is now seeking motivated people to join its expanded team.

JSMP Victim Support Service International Adviser

Job description:

The International Adviser will be part of the Victim Support Service
(VSS) Office for women and children affected by gender based violence
(GBV), a unit established in JSMP in April 2005. The VSS provides
ongoing support throughout all stages of case hearings and trials, in
addition to liaising between victims and the police, the prosecutor’s
office and the district courts. The International Adviser will work
with three East Timorese VSS Officers under the supervision of the
Director of JSMP.

The duties of the VSS International Adviser include:
- Project Management ( managing the project cycle, including
implementing the project plan).
- Donor Liaison, including proposal and report writing
- Budget development and management
- Creation and maintenance of efficient office administration
- Internal reporting mechanisms including storage of
statistics collated from cases
- Creation and maintenance of internal and external policies
- Capacity building and mentoring within the VSS
- Assistance in the overall management of JSMP

Requirements:
- Significant skills and experience in project management, including
planning and implementation
- Experience in financial management, particularly budgeting
- Some legal knowledge and experience, especially in issues
relating to gender based violence and criminal law (law degree is not
necessarily required), or experience in working on a legal project or
within a legal service
- Knowledge or awareness of issues of GBV, including the
affects on victims
- Experience in mentoring or capacity building
- Good communication skills - written and spoken
- Computer literacy in commonly used software applications
- Ability to work in a flexible, team based manner
- Preparedness to work in a cross-cultural environment
- Fluent English and working knowledge of Indonesian, Tetum
or Portuguese
- Knowledge of the history and general situation in East Timor

Highly Desirable:
- Knowledge or exposure to human rights law
- Knowledge of the East Timorese justice sector and court system

The role: This post offers an exciting opportunity to develop the CBR Empowerment Project in order to facilitate sustainable integrated CBR and self care for people affected by leprosy and people with general disabilities throughout Timor Leste. Working with the communities and alongside the Ministry of Health and other NGO’s you will develop and manage the implementation, administration and finance of this new project. You will also be required to develop a disability and CBR working group, establish sustainable CBR within the country and train and develop local staff in CBR.

Requirements: You must have previous experience in project management within a development context, preferably in South East Asia, with at least 2-3 years experience in community based development. The ideal candidate will be a strong team player with excellent communication and inter-personal skills and be fluent in written and spoken English. Knowledge of Indonesian or Portuguese would be an advantage.

Di Jakarta, Holland Education Fair, yang diikuti oleh 27 universitas dan lembaga, akan digelar Hari Sabtu dan Minggu ini di Hotel Crown Plaza di Semanggi mulai pukul 11.00. Banyaknya universitas dan lembaga yang turut serta kali ini memecahkan rekor. Demikian dijelaskan Ad de Leeuw, direktur Netherlands Education Centre, NEC.
Ad de Leeuw [AL]: "Memberikan informasi kepada para siswa yang berminat untuk studi di luar negri bahwa Belanda menawarkan cukup banyak program studi, dan banyak program studi itu paket bahasa Inggris. Masih ada banyak orang yang berpikir kalau mau studi di Belanda harus Hollands Spreken dulu, tapi sebenarnya kita sudah punya banyak program yang paket bahasa Inggris, khususnya bidang Master dan short courses (kursus pendek, Red). Tapi  juga sudah ada cukup banyak program untuk S1 yang penuh, pakai bahasa Inggris.
Yang kedua, kita juga mau memberikan informasi mengenai beberapa program beasiswa yang ditawarkan oleh pemerintah Belanda. Ada program yang bisa dipakai, tapi ini hanya sebagian keringanan saja untuk S1. Tapi untuk S2, ada program yang memberikan full scholarship (beasiswa penuh, Red). Setiap tahun kita bisa kirim sekitar 150 orang ke sana dengan full scholarship."

Radio Nederland [RN]: "Ini program beasiswa ini untuk mahasiswa S1 atau S2?"
AL: "Yang S1, ada satu program yang namanya Delta*. Dengan Delta, mereka bisa memperoleh keringanan, misalnya tuition fee bisa di waived (pembebasan biaya kuliah, Red), tapi itu saja. Kalau untuk S2,* ada dua program: program NFP Nederland Fellowship Program atau Stuned. Kedua program ini memberikan full scholarship. Itu berarti bahwa siswa memperoleh paspor sendiri, semua biaya lainnya termasuk uang bulanan dan sebagainya, dibayar oleh pemerintah Belanda."
RN: "Dalam Holland Education Fair kali ini, berapa universitas dan institusi yang turut serta?"
AL: "Tergantung dari kota. Hari Sabtu di Surabaya, ada 19. Kemarin, di Yogya ada 22, hari ini di Bandung ada 24, dan besok di Jakarta ada 27. Itu sebenarnya kita banggakan. Ini menjadi suatu rekor. Ini belum pernah terjadi bahwa ada satu education centre Belanda yang begitu banyak peserta. Belum pernah ada."
Satu-satunya di dunia
RN:  "Jadi ini merupakan suatu rekor, Pak Ad. Tetapi apakah hal seperti ini hanya dilakukan di Indonesia saja atau juga di negara-negara Asia lainnya?"
AL: "Sebenarnya, itu satu-satunya di dunia. Karena biasanya Belanda ikut dalam International  Education Fair yang diikuti juga oleh universitas-universitas dari Eropa, negara lain, atau dari Australia, Amerika. Tapi hanya di Indonesia, minat untuk studi di Belanda begitu banyak sehingga kita bisa mengadakan Holland Education Fair khusus untuk insitusi Belanda."
RN: "Tampaknya Indonesia mendapat perhatian khusus, Pak?"
AL: "Ya, betul. Kalau kita lihat dari jumlah program untuk kerjasama antara institusi, itu jumlahnya luar biasa. Lebih dari 300 program yang sudah berjalan antara institusi Indonesia dengan Belanda."
Alasan Sejarah dan masa depan
RN: "Apa alasan perhatian khusus itu. Apakah ini karena ada sejarah masa lalu Indonesia dengan Belanda. Atau mungkin ada alasan lainnya yang lebih bersifat strategis masa depan?"
AL: "Saya kira dua-duanya. Kan itu orang Jerman bilang ‘alte Liebe rostet nicht’ (cinta lama tidak akan pernah padam, Red). Itu saya yakin. Itu satu faktor. Kan orang memang senang kunjungi Indonesia dan senang ada hubungan dengan universitas di sini. Tetapi lain dari pada itu, saya kira juga strategis. Kan ada beberapa hal yang harus diperhatikan dalam hal ini. Nomor satu, kalau kita lihat kan univeristas Belanda mau mencipatkan suasana internasional di kampus mereka. Berarti mereka harus menarik sisiwa dari mana-mana. karena memang Belanda dari dulu ada hubungan khusus, maka agak aneh kalau tidak ada banyak orang dari Indonesia.
Yang kedua, kalau kita lihat secara umum, siswa Asia boleh dikatakan lebih rajin dari siswa Belanda. Mungkin siswa Belanda tidak mau mengakui itu, tetapi dilihat dalam prakteknya memang benar. Kenapa itu? karena boleh dikatakan, siswa Belanda sudah terlalu dibimbing oleh pemerintahnya. Siapapun bisa belajar. Mereka diberikan beasiswa dari pemerintah dengan mana semuanya menjadi hak ’saya bisa kuliah’. Indonesia lain. Di sini kan kita harus beruntung, harus punya orang tua kaya atau sumber-sumber lainnya. Banyak orang tidak bisa studi. Berarti kalau mereka dikasih satu kali kesempatan untuk studi di luar negri, mereka akan benar memanfaatkan kesempatan ini dan mereka akan rajin."

Pada ciuman Perancis, ciuman yang luar biasa dalam, melibatkan hampir seluruh otot wajah untuk ber-exercise, sehingga wajah tampak lebih muda dan sumringah. Selain itu sentuhan ujung lidah yang sampai menyelusupi seluruh bagian gusi dan gigi geligi selama berciuman Perancis merupakan sapu pembersih kuman dan bibit penyakit dengan air liur ekstra, berfungsi mencegah pembentukan karang gigi (oral plaque), seperti diungkapkan Mathew Massina, DDS, dokter gigi Fairview Park, Ohio. Lebih dari itu, berciuman juga katanya dapat menurunkan berat badan, sebab mampu membakar kalori dua kali lipat lebih banyak dari metabolisme normal (Bryant Stamford, PhD,  Universitas Louisville).

  Bahkan jika berciuman berkategori sangat hot, sama besar dengan kalori yang terbuang untuk berjalan tergopoh-gopoh (brisk walking). Tapi jangan lupa, di balik sederet manfaat itu, berciuman juga bisa menularkan penyakit gigi keropos (Journal of The American Dental Association). Kita tahu bahwa pengeroposan gigi terjadi sebab ada kuman tertentu di rongga mulut yang bersama karbohidrat dari sisa makanan yang terselip di sela gigi akan menghasilkan senyawa asam. Senyawa asam ini yang merusak permukaan enamel gigi, sehingga berangsur-angsur gigi mulai  keropos. Kuman pengeropos gigi ini rupanya ditularkan juga sewaktu berciuman. Pada tataran yang lebih jauh, berciuman mempunyai banyak makna.

Ciuman bernafsu birahi menghasilkan senyawa hormon yang berbeda dengan ciuman romantik, atau ciuman persahabatan. Umumnya berciuman itu berkhasiat menenangkan akibat dikeluarkannya calming hormone bernama oxytocin dalam darah. Hormon ini konon deras mengalir dalam darah selama orang jatuh cinta.

Hormon seks testosteron meningkat dalam darah sewaktu seks bergairah, baik pada pria maupun wanita (wanita pun memproduksi hormon ini dalam takaran yang lebih kecil dari pria). Pada situasi romantik, ada hormon lain, yakni dopamine dan norepinephrine yang membanjir dalam darah. Pada tahapan memasuki cinta sejati, hormon oxytocin dan vasopressin yang deras  memasuki darah, pada saat mana orang berada di tingkat puncak perasaan tenang damai  sejahtera.

Ciuman merangsang otak. Otak memiliki terminal-terminal penangkap sensasi bibir sama pekanya dengan yang diterimanya dari area erogen lain pada tubuh, seperti dari puting susu, lalu menerjemahkannya ke dalam bentuk rasa bergembira (euphoria), penggugah seks, dan memberi puncak perasaan tenang sejahtera yang paling dalam. Pesan para pakar, jangan karena tahu  berciuman bisa menjadi penurun berat badan, lalu menjadikan berciuman sebagai tujuan program menurunkan berat badan pribadi, sehingga membuat kita jadi rajin mencium. Cium asal mencium tentu berbeda makna dan sensasinya. Misal kalau yang dicium bibir kakek-kakek atau nenek-nenek, alih-alih bikin badan jadi kurus. Rajin kissing dengan pasangan tanpa gigi geligi bukan sempurna  lagi bisa jadi malah bikin kita pegal linu dan masuk angin.

Job Description

To evaluate the overall program of FONGTIL and assess how the work of each division has contributed to the overall mission and vision during the past five years. To provide specific recommendations to FONGTIL and support organizations regarding organizational development, human resources, management and activities that would contribute to the achievement of the mission and vision over the next three to five years.

Specific Tasks

The evaluation must involve stakeholders at all stages;
- Meetings with FONGTIL staff, previous and present board members, the founders and the Directors, members of the working group and members NGO’s in Dili and NGOs in at least 2 Districts.
- Meetings with other civil society stakeholders
- Meetings with government CSO unit
- Meetings/discussions with support organizations (Oxfam GB, DCI, Concern, Cafod, CSO-UNDP, Caritas New Zealand, CRS, APHEDA, KAS-German and Trocaire)

Specific target of each division

Assess how well each division has contributed to the overall objectives and how well each division performs against the following:

District Outreach Programme (DOP):

- To what extent has the DOP enhanced networks and collaboration between district NGOs and local government within and between districts through its monthly DLO coordination meetings, monitoring and training
- To what extent has the DOP enhanced the capacity of FONGTIL to serve its district-based members?
- To what extent has the DOP strengthened the district "voice" in Dili through information on the grass-roots level from DLOs
- To what extent has the DOP decreased the gap between national and district NGO through increase access to resources, capacity building, and information provided by DLOs to district NGOs

Empowerment:

- Assess the impact of capacity building training for NGOs in improving the quality of services and building a better relationship with the people and communities
- What were the effective processes and approaches to providing capacity building training?
- How does the IT and the Empowerment Division contribute to the overall sustainability of FONGTIL?
- To what extent can we measure the changes in capacity of the NGO members to
-develop their organizations
-improve human resource capacity
-utilize information and technology to build communication with the partners
- Evaluate the extent to which women were targeted for, and participated in, training.

Advocacy:

- How effective is the advocacy division in responding to issues arising in the District and, in collaboration with the DLO, strengthening District networks to respond to issues and advocate at the grass root level?
- How effective are the strategies used in achieving advocacy objectives?
- At the national level, how effectively has the advocacy division collaborated with the working groups in terms of the process and the results?
- Evaluate the quality of women’s participation in the Advocacy Programme.

Organizational management:

- Evaluate the contribution of international advisers and consultant?
- What were the impact of the trainings, exposures and comparative studies attended by the staff and the director in contributing to support the organization?
- Assess the work of the administration and finance unit in assuring transparency and accountability
- To review the organizational structure and internal processes and determine their effectiveness in delivering services to and facilitating collective action of members.
- To what extent has the organization provided the opportunities for women in the planning processes and the decision-making.

Recommendations:

- To provide both short-term and long-term recommendations
- To help guide FONGTIL as an institution to be more focused in order to achieve the mission and vision in the coming years.
- To make specific recommendations regarding the different divisions and the organization as a whole that will contribute to the achievement of the vision and mission.
- To recommend good practices to increase collaboration and coordination between the different divisions
- To specify strategic interventions which will assist in the institutional strengthening of FONGTIL (such as adviser, consultants, training etc).
- To provide specific recommendations regarding the sustainability of FONGTIL.
- To recommend how FONGTIL can better reflect a gender perspective in its work and structure.

Outputs:

- Workshop at end to present results to FONGTIL, Board and Management team
- Debrief Concern/UNDP CSO/ Cafod/ Caritas New Zealand/ DCI/Trocaire and KAS German.
- Full evaluation report to be provided to FONGTIL, Board and all partners of FONGTIL
- Presentation at the General Meeting that will take place in first week of April.

Person Specification (International Consultant)

- Extensive experience working with civil society organizations
- Demonstrable experience of working with and through civil society networks
- Familiar with the East Timor organizations and other institutions
- Demonstrable experience of support of organizational development processes
- Experience of working in Timor Leste; fluency in Bahasa Indonesia or Tetun and advantage
- Excellent report writing skills
