Consultant to Evaluate the NGO Forum Timor Leste (FONGTIL)

To evaluate the overall program of FONGTIL and assess how the work of each division has contributed to the overall mission and vision during the past five years. To provide specific recommendations to FONGTIL and support organizations regarding organizational development, human resources, management and activities that would contribute to the achievement of the mission and vision over the next three to five years.
Specific Tasks
The evaluation must involve stakeholders at all stages;
- Meetings with FONGTIL staff, previous and present board members, the founders and the Directors, members of the working group and members NGO’s in Dili and NGOs in at least 2 Districts.
- Meetings with other civil society stakeholders
- Meetings with government CSO unit
- Meetings/discussions with support organizations (Oxfam GB, DCI, Concern, Cafod, CSO-UNDP, Caritas New Zealand, CRS, APHEDA, KAS-German and Trocaire)
Specific target of each division
Assess how well each division has contributed to the overall objectives and how well each division performs against the following:
District Outreach Programme (DOP):
- To what extent has the DOP enhanced networks and collaboration between district NGOs and local government within and between districts through its monthly DLO coordination meetings, monitoring and training
- To what extent has the DOP enhanced the capacity of FONGTIL to serve its district-based members?
- To what extent has the DOP strengthened the district "voice" in Dili through information on the grass-roots level from DLOs
- To what extent has the DOP decreased the gap between national and district NGO through increase access to resources, capacity building, and information provided by DLOs to district NGOs
- Evaluate the quality of women’s participation in the District Outreach Programme
Empowerment:
- Assess the impact of capacity building training for NGOs in improving the quality of services and building a better relationship with the people and communities
- What were the effective processes and approaches to providing capacity building training?
- How does the IT and the Empowerment Division contribute to the overall sustainability of FONGTIL?
- To what extent can we measure the changes in capacity of the NGO members to
-develop their organizations
-improve human resource capacity
-utilize information and technology to build communication with the partners
- Evaluate the extent to which women were targeted for, and participated in, training.
Advocacy:
- How effective is the advocacy division in responding to issues arising in the District and, in collaboration with the DLO, strengthening District networks to respond to issues and advocate at the grass root level?
- How effective are the strategies used in achieving advocacy objectives?
- At the national level, how effectively has the advocacy division collaborated with the working groups in terms of the process and the results?
- Evaluate the quality of women’s participation in the Advocacy Programme.
Organizational management:
- Evaluate the contribution of international advisers and consultant?
- What were the impact of the trainings, exposures and comparative studies attended by the staff and the director in contributing to support the organization?
- Assess the work of the administration and finance unit in assuring transparency and accountability
- To review the organizational structure and internal processes and determine their effectiveness in delivering services to and facilitating collective action of members.
- To what extent has the organization provided the opportunities for women in the planning processes and the decision-making.
Recommendations:
- To provide both short-term and long-term recommendations
- To help guide FONGTIL as an institution to be more focused in order to achieve the mission and vision in the coming years.
- To make specific recommendations regarding the different divisions and the organization as a whole that will contribute to the achievement of the vision and mission.
- To recommend good practices to increase collaboration and coordination between the different divisions
- To specify strategic interventions which will assist in the institutional strengthening of FONGTIL (such as adviser, consultants, training etc).
- To provide specific recommendations regarding the sustainability of FONGTIL.
- To recommend how FONGTIL can better reflect a gender perspective in its work and structure.
Outputs:
- Workshop at end to present results to FONGTIL, Board and Management team
- Debrief Concern/UNDP CSO/ Cafod/ Caritas New Zealand/ DCI/Trocaire and KAS German.
- Full evaluation report to be provided to FONGTIL, Board and all partners of FONGTIL
- Presentation at the General Meeting that will take place in first week of April.
Person Specification (International Consultant)
- Extensive experience working with civil society organizations
- Demonstrable experience of working with and through civil society networks
- Familiar with the East Timor organizations and other institutions
- Demonstrable experience of support of organizational development processes
- Experience of working in Timor Leste; fluency in Bahasa Indonesia or Tetun and advantage
- Excellent report writing skills
