Dutch Woman’s Embrace of Islam Draws Stares

BREDA, Netherlands, 24 March 2006 - Rabi’a Frank sees her Dutch hometown through the narrow slit of the black veil that covers her face.

The looks she receives from the townspeople are seldom kindly.

On a recent winter afternoon, the wind tugged at her ankle - length taupe skirt, olive head scarf and black, rectangular face veil as she walked to her car from a prayer meeting in downtown Breda. Two blond teenagers on bicycles stared, their faces screwed into hostile snarls. Other passersby gawked. Some stepped off the sidewalk to avoid coming too near.

She tried to act like it didn’t offend her. But it did. She knows what they think of Muslim women like her.

"If you cover yourself, you are oppressed - that’s it," said Frank, a lanky, 29-year-old Dutch woman who converted to Islam 11 years ago, about the time she married her Moroccan husband. "You are being brainwashed by your husband or your friends."

Or, you’re a potential terrorist.

"Sometimes I make a joke and say, ‘Oh, you don’t have to be scared of me."’ Other times, she gets so fed up that she yanks up her hand under her robe like it’s a pistol and shouts, "Boom!"

Frank spoke on a recent winter day in her heather-colored living room in this city of 162,000 people near the Netherlands’ southern border with Belgium. "They don’t have the right to treat me different," she said. "It’s like staring at someone in a wheelchair. It’s not polite. I’m human, even if you don’t like the way I appear."

This day-to-day struggle for acceptance on the streets of her hometown is one woman’s confrontation with a deepening rift in West European societies, where the emergence of a 15 million-member Muslim minority is reshaping concepts of nation and personal identity. Some European governments have passed laws they say are intended to help preserve national identity. Critics argue that the measures reflect Islamophobia and fears of terrorism triggered by the attacks of Sept. 11, 2001, and the subsequent transit bombings in Madrid and London.

The Netherlands, with nearly 1 million Muslims, almost 6 percent of its population, is particularly on edge. The 2002 assassination of an anti-immigrant politician, Pim Fortuyn, by an animal rights activist was followed by the execution-style murder in 2004 of the filmmaker Theo van Gogh, who had just released a controversial film seen as anti-Islamic. A young Muslim radical admitted to the killing.

A country with a history of tolerance is now adopting or debating some of the most restrictive anti-immigration and anti-Muslim laws in Europe. One proposed measure would ban women from wearing face veils, called niqab, in public. Another would outlaw the speaking of languages other than Dutch on the street.

Immigrants must learn some Dutch, pass a history and geography test and, to get a feel for whether they can live in this society, watch a film on Dutch culture that includes two gay men kissing and a topless woman walking on a beach.

Geert Wilders, a member of the Dutch Parliament, said he was drafting a bill that would ban all immigration for the next five years. "Our culture is based on Christianity, Judaism and humanism," Wilders said in an interview in his tiny office in the Parliament building in The Hague. "We should not be ashamed of it. This is who we are and who we should stay."

In Belgium, some cities have banned women from wearing face veils and burqas, which cover the entire body and face, in public places. France a year ago barred women and girls from wearing head scarves in public schools. A London school district has imposed a similar ban.

Like most of her Muslim convert friends, Frank said, she found that the process of fully embracing Islamic thinking and dress was gradual. But eventually the clothing became the outward statement of her identity. "I smiled at all the Muslim women I saw in the streets," she said. "But to them, I was just a plain Dutch girl with brown hair and blue eyes. I wanted to be recognized as a Muslim woman."

She changed her name from Rebecca to Rabi’a and began giving lectures about Islam. After she published an article on Islam in a local newspaper, a woman wrote her a letter demanding: "Go back to your own country."

"I’m in it now!" she thought angrily.

The more Frank studied her religion, the more convinced she became that she should take the final step and wear not only a head scarf but a face veil. "It took me two years to convince my husband I wanted to do it," Frank said. "He really didn’t want me to wear it because of the reaction when we go out together."

On the streets of Breda, covered by her veil, Frank stands out as an anomaly - a curiosity to some, a freak to others.

A few weeks ago, her middle son, 7-year-old Ismail, pleaded with her, "Why don’t you take it off? The children are laughing at you at school."

"I won’t take it off," she insisted. "For me, it’s like driving a car without a seat belt."

She gazed out her living room window at the street that winds through her suburban enclave of brick townhouses and front gardens browned by winter frosts.

"I am a Muslim," she said with finality. "That’s my identity."

Creating Learning Communities for Children (CLCC) 

Consultant for Program Appraisal

in NTT province

UNESCO and UNICEF as the managing agencies for the CLCC program are seeking the services of a senior educational management/evaluation consultant to conduct a thorough appraisal of  program progress in the province of Nusa Tenggara Timur and the three areas of Kota Kupang, Alor and Sumba Timur.  This assignment  is connected with the completion of the present phase of  CLCC and the need to assist in the development, together with the government, of sustainability strategies for the quality continuation of the program and its extension to other schools. The position is for 3.5 months, until June 30th 2006.

Tasks

The consultant will work under the joint supervision of the Chief Technical Officer of UNESCO Jakarta and the Chief Field Officer UNICEF, Kupang.

The consultant will:

1.      Review, validate, update and develop the NTT program data base including the development and implementation of a government-CLCC monitoring program in the three districts for the April-June period

2.      Identify and negotiate with Sumba Timur and Alor districts a technical support strategy for quality replication of CLCC in the newly replicated schools in those districts

3.      In consultation with Dinas Pendidikan Kota Kupang develop an advocacy plan for quality improvement for 2006/7

4.      Develop a plan to work with provincial government team and the field office in UNICEF Kupang in the implementation of the above.

5.      Manage the budget provided by UNESCO for the travel and meetings of the provincial team.

Output

The consultant will be required to produce the following:

1.      A complete and validated CLCC data base for NTT

2.      A strategic plan for technical support for replicated CLCC schools in Sumba Timur and Alor, which will serve as reference for use  in other areas

3.      A plan agreed to by the government of Kota Kupang for the use of technical assistance from the UNICEF office in NTT during the Kota Kupang strategic planning process for 2006-7

4.      Final activity report in English including financial accounting for activities submitted to UNESCO and UNICEF

Qualifications

Professional qualifications:

1.      Proficiency in  the analysis and presentation of quantitative data including working with EXCEL

2.      Experience in working with governmental planning processes and personnel

3.      Experience in education management and quality assurance including monitoring

4.      Advanced analytical and report writing skills

5.      Masters  level qualifications in a relevant discipline

6.      Proficiency in written English and spoken and written Indonesian

7.      Minumum 10 years working experience, including 5 years working with UN or international aid agency

8.      Knowledge of school based management

Duration

3.5 months, immediate start

Remuneration: equivalent to UN salary scale of NOA Level 5-6.

Job Description

General functions:

Under the direct supervision of the Chief of Mission, the successful candidate will be responsible and accountable for overseeing the development and implementation of all activities of a two-year Department of Immigration and Multicultural Affairs (DIMA)-funded Enhanced Migration Management Project in Timor-Leste. The Project aims to strengthen the capacity of Timor-Leste’s migration management system through the provision of technical, material and management support to all agencies involved in the migration management process and it will particularly focus on improved inter-agency coordination, enhanced compliance with procedures and intelligence gathering and analysis. In particular he/she will:

1. Assist relevant Government staff in developing and/or reviewing Standard Operating Procedures, ensuring consistent focus on skills transfer.

2. Provide support in developing an in-depth budget proposal for the Department of Migration. The candidate will assist the Department of Migration with the support of a Budgeting and Financial Management Consultant to develop a resources strategy, which accounts for existing resources and the impact of planned project interventions on the Department’s budgetary needs.

3. Assist the Government in establishing an inter-agency Migration Steering Committee and other inter-agency coordination mechanisms as needed.

4. Provide support to relevant counterparts in reviewing procedures related to the use and development of interdiction list and support steps to strengthen its effectiveness.

5. Support Government efforts in improving analysis and processing of arrivals and departures.

6. Work closely with relevant agencies to enhance the system’s intelligence collection and analysis capacity in coordinating with relevant government counterparts and the donor.

7. Assist relevant departments to take the necessary steps to improve the accountability of staff, through, inter-alia, support for the development of individual Terms of Reference for each post, the circulation and training of newly developed/modified Standard Operating Procedures (SOPs) etc.

8. Work closely with, supervise and support the IT Project Manager/ Business
Analyst in assisting the Government to develop and agree upon business requirements for each component of a border management system.

9. Develop and maintain liaison with donor representatives and other relevant counterparts in order to ensure proper coordination of Project activities with ongoing and planned development efforts and Government planning, through, inter-alia, active participation in Project Steering Committee meetings and other coordination mechanisms.
10. Oversee the administrative, budgetary and financial activities of the Project as well as the supervision of its staff.

11. Produce periodic, interim, mid-term and final reports for IOM and the donor.

12. Keep COM informed of progress and advise on issues affecting project implementation.

13. Ensure proper project closure and appropriate archiving of information.

14. Perform such other duties as may be required.

Desirable qualifications:

- University degree, preferably in Political or Social Sciences, Law and /or Business Administration or, alternatively, an equivalent combination of relevant training and field experience. Five years of experience in migration management. Experience in liaising with governmental and diplomatic authorities as well as with international institutions. Ability to supervise and direct staff. Experience in the region working in post-conflict environments and supporting institutional development.

  • Strong interpersonal and organizational skills.
  • Flexibility and open management style.
  • Excellent analytical and writing skills.
  • Drive for results and effective resource management skills.
