Consultant for Program Appraisal

in NTT province

UNESCO and UNICEF as the managing agencies for the CLCC program are seeking the services of a senior educational management/evaluation consultant to conduct a thorough appraisal of  program progress in the province of Nusa Tenggara Timur and the three areas of Kota Kupang, Alor and Sumba Timur.  This assignment  is connected with the completion of the present phase of  CLCC and the need to assist in the development, together with the government, of sustainability strategies for the quality continuation of the program and its extension to other schools. The position is for 3.5 months, until June 30th 2006.

Tasks

The consultant will work under the joint supervision of the Chief Technical Officer of UNESCO Jakarta and the Chief Field Officer UNICEF, Kupang.

The consultant will:

1.      Review, validate, update and develop the NTT program data base including the development and implementation of a government-CLCC monitoring program in the three districts for the April-June period

2.      Identify and negotiate with Sumba Timur and Alor districts a technical support strategy for quality replication of CLCC in the newly replicated schools in those districts

3.      In consultation with Dinas Pendidikan Kota Kupang develop an advocacy plan for quality improvement for 2006/7

4.      Develop a plan to work with provincial government team and the field office in UNICEF Kupang in the implementation of the above.

5.      Manage the budget provided by UNESCO for the travel and meetings of the provincial team.

Output

The consultant will be required to produce the following:

1.      A complete and validated CLCC data base for NTT

2.      A strategic plan for technical support for replicated CLCC schools in Sumba Timur and Alor, which will serve as reference for use  in other areas

3.      A plan agreed to by the government of Kota Kupang for the use of technical assistance from the UNICEF office in NTT during the Kota Kupang strategic planning process for 2006-7

4.      Final activity report in English including financial accounting for activities submitted to UNESCO and UNICEF

Qualifications

Professional qualifications:

1.      Proficiency in  the analysis and presentation of quantitative data including working with EXCEL

2.      Experience in working with governmental planning processes and personnel

3.      Experience in education management and quality assurance including monitoring

4.      Advanced analytical and report writing skills

5.      Masters  level qualifications in a relevant discipline

6.      Proficiency in written English and spoken and written Indonesian

7.      Minumum 10 years working experience, including 5 years working with UN or international aid agency

8.      Knowledge of school based management

Duration

3.5 months, immediate start

Remuneration: equivalent to UN salary scale of NOA Level 5-6.
