In East Timor, the Oxfam program goal is to bring about sustainable changes to the lives of East Timorese men and women. The Oxfam Australia program works at national and district level with a focus on strengthening participatory processes, improving capacity of civil society and government to promote and implement participatory community development initiatives, and improving capacity to enable increased accountability through active participation in decision making. Oxfam Australia concentrates on community health, food security and sustainable livelihoods as a key component of community development initiatives with gender equity and participation being key areas of focus in our approach.
The Deputy Program Manager is a senior management position that will work closely with the Country Program Manager in providing strategic direction to the overall program development including integrating advocacy and program activities. The position will also work closely with the Finance and Support Services Manager for financial, administrative and logistic support to the program.
Key requirements:
- High level program management experience, particularly in rural development, sustainable livelihoods and/or public health
- Experience in participative approaches to capacity building of local partner organisations
- Human resource management experience in a cross-cultural environment
- Experience in financial and budget management
- Advanced understanding of gender and development issues
- A high level of Indonesian or Tetum language skills (highly desirable)
