CARE INTERNATIONAL INDONESIA is currently recruiting for the following positions:
SENSE PROJECT MANAGER (Nusa Tenggara Timur)
Working closely with the Program Leader, the SENSE Project Manager will be responsible for management of the SENSE project, including all aspects of planning, implementation, monitoring and reporting of the project in West Timor and Central Kalimantan, in accordance and in compliance with CARE contracts with the donor agency. The Project Manager will be stationed in West Timor, and will be responsible for day-to-day management of the project in this area. He/she will coordinate, support and supervise the APM charged with day-to-day management of the project in Central Kalimantan.
RESPONSIBILITIES:
· Review project proposal, and coordinate and oversee development of detailed plans and schedules for project implementation, including detailed activity planning, and planning for human resources and procurement.
· Direct, support and oversee staff to ensure timely and good quality implementation of all activities to meet project outputs, including community planning, health, livelihoods and infrastructure development. The PM will directly manage PO and TPOs in Timor and work closely with APM and staff in Central Kalimantan to ensure standardisation and quality in approaches and work.
· Ensure integration of vulnerability, gender and equity issues and good practices for natural resource management into plans, activities and monitoring, including capacity building for staff.
· Lead and facilitate coordination with support units, ensuring that all materials and equipment procurement and handling are carried out according to relevant CII principles and procedures.
· Oversee and ensure good administration of the project.
· Manage and oversee project budgets and reporting. The project manager will ensure timely submission of information for routine financial and administrative reports (eg, vehicle report, travel advance and expenses), and review these reports.
· Ensure timely and good quality reporting of project activities. This will include comprehensive annual reports and 3-monthly progress reports.
· Coordinate and oversee all monitoring and evaluation, ensuring appropriate data collection and monitoring systems, and assisting/ overseeing on baseline/ endline surveys.
· Be responsible for recruitment and good management of staff according to relevant CII manuals and directives. The project manager should ensure staff motivation, team building, and participation in management, and develop plans for capacity building and training. He will also be responsible for staff safety and security, including contingency planning.
· Manage coordination with other CII project managers, partners, district/ provincial/ national government and other non-governmental agencies in project areas and nationally as appropriate, including ensuring conduct of routine coordination meetings, events and reports as necessary.
· Perform additional assignments relating to CII programs as reasonably requested by supervisor.
QUALIFICATIONS:
· University degree or technical diploma in a relevant discipline.
· 10 years experience working in community development/ rural livelihoods develpment
· At least 6 years in a managerial position, and with a proven track record in project management
· Ability to cope in a high-pressure environment and meet tight schedules
· Experienced in managing relationships with government and NGOs
· Very good leadership, effective in building and working within teams
· Strong awareness of issues relating to gender, equity and environment
· Willing to travel in remote locations
· Being familiar with CII administration is an advantage
· Good computer skills
· Very good communications, in English and Bahasa
ASSISTANT PROJECT MANAGER (Central Kalimantan)
Working closely with the Project Manger and Program Leader, the APM will be responsible for management of the SENSE project, including all aspects of planning, implementation, monitoring and reporting of the project in Central Kalimantan, in accordance with CARE contracts with the donor agency. The APM will be stationed in Central Kalimantan, where he will manage day-to-day operations. He/she will coordinate closely with and operate under the authority of the Project Manager, who will manage day-to-day operations in West Timor.
RESPONSIBILITIES:
· Work with the Project Manager to review the project proposal, and coordinate and oversee development of detailed plans and schedules for project implementation, including detailed activity planning, and planning for human resources and procurement.
· Direct, support and oversee staff to ensure timely and good quality implementation of all activities to meet project outputs in Central Kalimantan, including community planning, health, livelihoods and infrastructure development. The APM will directly manage PO and TPOs in this area and work with the PM and staff in West Timor to ensure standardisation and quality in approaches.

· Ensure timely and good quality reporting. The APM will work with the Project Manager to produce comprehensive 6-monthly progress reports, as well as shorter monthly progress reports.
· Coordinate and oversee all monitoring and evaluation in Central Kalimantan, ensuring appropriate data collection and monitoring systems, and assisting/ overseeing on conduct of baseline/ endline surveys. The APM will work with the PM to ensure that M&E systems in the project areas are consistent and meet high standards for quality.
· Be responsible for recruitment and good management of staff in Central Kalimantan according to relevant CII manuals and directives. The APM should ensure staff motivation, team building, and participation in management, and develop plans for capacity building and training. He should coordinate with the PM on joint training, cross visits and staff liaison mechanisms as appropriate. He will also be responsible for staff safety and security, including contingency planning.
· Manage coordination with other CII project managers, partners, district/ provincial/ national government and other non-governmental agencies in project areas and nationally as appropriate, including ensuring conduct of routine coordination meetings, events and reports as necessary.
